A Closer Look

The City is modernizing its energy infrastructure through Altamonte Electric Utility (AEU), a clean and reliable power solution designed to support long-term sustainability. Central to this effort is the City's floating solar array, which spans two acres and generates up to 80 percent of the electricity needed to power the water reclamation facility on a sunny day. This system lays the foundation for broader integration of renewable energy across municipal operations.

In 2017, the City Commission approved the creation of AEU to deliver a diverse mix of renewable energy sources for municipal facilities. AEU aims to power City services using clean, cost-effective alternatives that reduce environmental impacts while saving taxpayer dollars.

The floating solar array consists of 2,430 panels, each comprising photovoltaic cells that convert sunlight into electricity. Each panel can generate up to 395 watts, for a combined peak output of approximately one megawatt. With Florida's abundant sunshine, the solar array is expected to produce meaningful long-term value, yielding an estimated $115,000 in annual savings and more than $2 million over its lifespan.

The water reclamation facility is one of the region's most energy-intensive municipal assets, providing advanced wastewater treatment for six cities in two Central Florida counties. Its continuous pumps and industrial processes account for around 40 percent of the energy used by City-owned buildings. By generating power onsite, the AEU solar array offsets a significant share of this need, supporting beneficial reuse operations that reduce withdrawals from the Floridan aquifer.

Unlike conventional solar farms, which require large tracts of land for single-purpose use, the Altamonte Springs system floats on an existing stormwater pond. This approach avoids land-acquisition costs and reduces maintenance, as floating arrays require less frequent cleaning than ground-mounted systems.

Stormwater ponds are common throughout Florida, serving critical roles in flood control and water quality treatment. Repurposing them as solar platforms represents an innovative, dual-use model that can be replicated in communities statewide. Municipal leaders and utility professionals regularly visit the City's facility to study the system and explore opportunities to implement similar solutions in their jurisdictions. The AEU initiative highlights Altamonte Springs' commitment to practical, scalable energy innovation. Through smart infrastructure and resource stewardship, the City is advancing a cleaner future while generating measurable economic and environmental benefits.
