Nationally recognized for innovation and fiscal strength, Frank Martz has transformed Altamonte Springs. Under his leadership, the City maintains one of Florida’s lowest tax rates, minimal utility costs and more than 13 years of debt-free operations. Altamonte Springs has earned national recognition as a Money Magazine Top 50 U.S. city and a Top 10 city for small business by WalletHub.
Frank pioneered breakthrough mobility programs, including the nation’s first communitywide partnership with Uber, a state and federally funded demand-response transportation system and CraneRIDES, the first permanent autonomous vehicle service operated by a U.S. city. Working alongside City staff and community partners, he also supported the creation of the Altamonte Springs Science Incubator, which has provided STEM opportunities to more than 35,000 students and families.
His environmental initiatives were achieved through strong cross-department collaboration, resulting in the award-winning pureALTA water reuse system and one of the nation’s first floating solar installations. To expand innovation opportunities, Frank and his team established the Altamonte Global Innovation Lab, a platform that supports testing and development in mobility, environmental technology and smart governance.

Rochelle Croskey leads city technology, communications, marketing and strategic initiatives, positioning Altamonte Springs as a leader in smart governance and operational excellence. As a municipal executive, she drives community-focused progress and modernization.
Rochelle drives the City's nationally recognized modernization, sustainability and innovation initiatives by integrating cloud-based systems, improving public access and strengthening organizational performance.
She holds a Bachelor of Arts in Organizational and Interpersonal Communication from the University of Central Florida and maintains UI/UX Design and specialized AI certifications through Google, Microsoft and IBM. Rochelle is committed to advancing effective communication, digital transformation and high-impact public service.

Diana Lopez develops and leads community-focused programs that strengthen civic engagement and support the next generation of STEM and public service professionals. She directs the City’s middle school, high school, college and adult reskilling initiatives, building inclusive talent pipelines that shape tomorrow’s workforce.
Diana plays a central role in AGiL, advancing cross-sector collaboration and driving projects that enhance the quality of life for communities. She also partners with regional stakeholders to deliver high-impact initiatives that elevate service delivery and support long-term growth across City operations.
Driven by service, Diana expands programs and partnerships that benefit residents and strengthen the community. She is a graduate of the University of Florida with a Bachelor’s degree in Journalism.

Overseeing City infrastructure, Bruce Doig leads engineering, construction, water, wastewater, reclaimed water, stormwater, sanitation and streets operations for Altamonte Springs. His background spans utility systems, stormwater design, transportation planning, mixed-use development and neighborhood infrastructure improvements.
Bruce holds three degrees from the Florida Institute of Technology: a Master of Science in Engineering Management, a Master of Science in Civil Engineering and a Bachelor of Science in Civil Engineering. He is a licensed Professional Engineer in Florida, a LEED Accredited Professional and a certified Stormwater Management Inspector and Trainer.
Fluent in English and Spanish, Bruce brings strong technical skills and supports the City’s STEM programs, helping develop future engineering leaders.

Lenny Barden leads transportation planning and capital project development. He manages the CraneRIDES autonomous vehicle program, directs Vision Zero safety efforts and reviews development projects to ensure alignment with citywide standards.
He represents the City on MetroPlan Orlando committees where he serves as Chair and works with regional partners to advance shared mobility priorities. Lenny is a licensed Professional Engineer in Florida, Virginia and Maryland and holds FDOT certifications in Advanced Temporary Traffic Control, Local Agency Program management and Stormwater Management Inspection. His expertise includes autonomous vehicle infrastructure, sustainable mobility, transportation policy and innovation strategy.

Kendall Gow serves as Director of Human Resources for the City of Altamonte Springs, where she leads initiatives in employee engagement, performance management, AI integration and process improvement. Her work supports a modern HR environment that enhances workforce readiness and organizational performance.
Kendall helped launch Herman Resources, the City’s first AI-powered HR chatbot, and continues to drive digital transformation across HR functions. She holds a Bachelor’s degree in Communications from Mankato State University and maintains SHRM-CP, PHR and specialized AI certifications from SHRM and LeadershipAI. Her expertise spans people management, planning, digital transformation and analytics.

John Sember leads strategic planning, performance improvement and innovation initiatives. He advances transformative programs, including the City’s digital twin, AI governance and records digitalization.
Previously Director of Growth Management, John played a major role in shaping long-term development strategies and modernizing planning processes. He holds a Master of Arts in Urban and Regional Planning from the University of Florida and a Bachelor of Arts in Urban Studies from SUNY Buffalo. He is certified by the American Institute of Certified Planners.
With 29 years of service, John is the City’s lead expert in planning and development software and plays a vital role in configuring digital tools that support strategic operational goals. His strengths include land-use planning, policy implementation, business process analysis and smart-city innovation. He continues to develop solutions that benefit both the organization and the community.
